Ref has leeway with and he was referencing bouncing off the ropes to throw a punch. Normally, that's not called-but it's up to the ref has the choice. The rulebook says referee has the power to caution a boxer or to stop the boxing during a contest and administer a warning to a boxer for fouls or for any other reason in the interest of fair play. . .
