My theory is that the when the kid observer and adult observer look at each other they realize that they are the same person. The observers don't experience time linearly, so he managed to cross his own path as a child. Since Peter found the Observer as a child, the adult version of himself has a soft spot for him, and ends up breaking the rules to save Peter from the lake as a child, and also can't bring himself to delete Peter from time in season 4.

wow I hate the observer... he is really scary. It's not only those sightings example at the episode where ppl were elektricuted in an elevator before the guy enters the elevator you see the observer going out of it. There are sightings of him in every episode.
I don't think they're father and son. I don't think they are even clones. I think that pale skin and hairlessness are just features that all members of their race possess.
what if the observer(s) are clones of each other, and the boy is a new clone, and when he grows up, he will be an observer. Then he will be coloned, and vice versa.
New theory: The creators forgot about this because September and the other observers are just time traveling scientists now.

This could also explain why the Observer as an Adult still eats raw meat, and prefers to spice his food a little bit on the extreme side.
