Well, they had to have an attention-grabbing symbol for females somehow. I think they made the right choice with that kind of dress. Amy Rose appeals to the feminine demographic while Rouge is the symbol for older teens who are going through rebellious phases. They needed a brash, sly female as a "Rosy The Riveter" for women. Thus, Rouge the Bat was born. ^_^
