Technically, this would be a Bi-partisan eruption. A partisan eruption would be if just the democrats or the republicans erupted.

it wasn't a bipartisan eruption - but 2 partisan eruptions opposing one another. a bipartisan eruption would be if Democrats and Republicans erupted in agreement together.

FDR certainly created a larger deficit - though until WWII, not large by any current standards - but it was the "starve the beast" strategy explicitly adopted by W. Bush and Reagan that exploded the deficit with Clinton and H.W. Bush in between trying to be fiscally responsible.
