As a nation, you would rather use troops to strengthen your people that weaken them defending others. Its how they operate, and always will. Oil and global positioning are reasons for a country to risk their soldiers, whereas they'll see defending other civilians as not worth the risk. Oil to them is worth war, not justice.

And it's is against the eightfold path to let this happen.
