I live in NOLA. Murders have always been rampant, it's nothing new. I once saw a murder suspect pull over in front of my house 1 block away from a shooting and I called 911 to have them investigate the car with tinted windows that was waiting and watching (to confirm the kill?). No cop ever showed up. Why? They could care less about inner city shootings. So why the National Guard now? To do the same thing as during Katrina- to practice Martial Law and take away people's guns!

If it's just 'a few select people' who are causing the trouble, then the local police should be able to handle the situation. If the city has an exceptionally large and violent criminal population, perhaps he should be honest about the situation. On the other hand, he would be looking for a new job if he spoke in a honest and forthright manner about the crime in New Orleans and another city official would be spouting BS in the news.
