"Hooka Tooka Soda Cracka" comes from Black American children's counting out rhymes & singing games. Those rhymes have their source in UK singing games & counting out rhymes such as Ackabaca Soda Cracker. The story about Hooka Tooka being used as a warning about cops was only 1 use of that rhyme. For examples, comments, and videos (including one of Chubby Checker) singing Hooka Tooka Soda Cracker & the related song Green Green Rocky Road, Google Cocojams Green Green Rocky Road & Hooka Tooka.

Dave Van Ronk uses this line on "Green, Green, Rocky Road" . They're both good songs.

It's a code word that kids used when they were talking about if their parents were "Doing it". Chubby told us this at a concert years ago :)
