best way to judge is in the PTR. It's people from all servers around the world playing their faction. and on the PTR it's always the horde playing the ganking game in IF when people are dueling. they wait for the duel to end and then kill the person who lost if their tagged. that's when i jump in and destroy them.

It's basically like UglynerdMan said. In the current beta version, enhancement shammies are gimped compared to everyone else as far as damage goes. All the other DPS classes/specs got a huge DPS boost. If an enhancement shammy kills you in beta right now, either you're incredibly bad or he's incredibly good.
