The bit that you pointed out in your video is in regards to the "Health Insurance Exchange" part of HR3200, which is where individuals can go to PURCHASE insurance through private insurers (getting a group rate for individual coverage). The federal government doesn't pay for any of it.

Galactic, you obviously do not understand how laws are formed. Usually there is a House of Representative bill HRxxxx and there is a Senate bill Sxxxx. Before the bills are even presented to the full House or Senate, they go through the appropriate committees and are voted on in committee. Only the ones approved in committee make it to the floor for a full vote. The Senate has not approved their healthcare reform bill yet in committee so there is nothing to review.

Obama is not saying what is in or not in a bill. He was talking about what he wants Congress to put into a bill. Nowhere did he mention HR3200 because he wasn't talking about HR3200. He was talking about his own proposal for Congress to take up.

Unless I have completely misunderstood the purpose of the Exchange, it is only a place where one can go to find options available to them; perhaps a web site where one can go to compare existing insurances for their specific situations. It says right in your video "The Exchange would not be an insurer; it would provide ... access to insurers' plans..." It would then be up to the insurers to follow the law as written in HR3200.
