A SSJ is 50 times as strong as a base Saiyan. A SSJ2 is 2 times as strong as a SSJ. Finally, a SSJ3 is about 4 times as strong as a SSJ2, and Mystic Gohan is, at best, 6 times as strong as Goku.

Mystic Gohan: base x 50 x 2 x4

While SSJ4 is equal to Super Oozaru,

which is 500 times as strong as base.

SSJ4 Goku: base x 500

We don't know how strong SSJ Mystic Gohan would be since the SSJ multipliers seem to have been decreasing lately.

SSJ2 Gohan was easily beating the crap out of full powered Perfect Cell. When Cell comes back, Gohan says that is tired and that has about/bellow half of his power. Since in that moment Gohan had the exact same power that had when made Cell "expell" 18.

Since SSJ Gohan was weaker than non-fullpowered Perfect Cell, and SSJ2 Gohan with about half of his power was able to overpower full powered Perfect Cell, making it impossible for the SSJ2 be only 2x stronger than a MSSJ.

It's no use pretending that Gohan beat Cell at half power. Gohan was obviously losing very badly for most of the power struggle. Gohan was evidently increasing his power during the struggle, and eventually, as Goku told him from the Other World, released all of his power, or at least most of it, and thanks to Vegeta's distraction, obliterated Cell completely. Just because Gohan was at half power before the struggle doesn't mean it stayed that way.

Gohan was only at half of his power while beating Full powered Perfect Cell, who was MUCH stronger than MSSJ Gohan (Cell's attack only broke his arm, he used too much power while palying with Perfect Cell).

And Gohan's power wasn't incresing during the struggle, unless if you go by the anime. The only part where Gohan actually increased his power was while powering up his attack to kill Cell.
