Every weapon used for crowd control can do that. It's a advanced version of a watergun. I don't know how it is in de US with sport riots, but in the UK, Italy and the Netherlands weapons like the ADS are really appreciated.

It has been deployed in Iraq, and was most certainly tested against Americans. The citizens have been test subjects for a lot of similar shit, and besides, testing new fun toys on humans is what our big pharmaceutical corps are doing every day, with every new pill that hits the market. The thing with these weapons is that they aren't really non-lethal. It all depends on the attackers' mood at any given time, I guess, and how far they're willing to go..
