I think you are mistaken. They are not talking about underwriting new loans. They are talking about the costs of issuing and underwriting debt. The banks are taking on debt and in order to raise the debt in the capital markets "fees" are charged by underwriters. In this case the underwriters were paid for their work completed.
Rep Walters is confused and makes snap judgments. For those reasons she sounds very silly and comes off as if she has no idea of what is going on.
By the way, I find Waters comment totaly unecessary - shes got it wrong - Pandit described it : the underwriters and processors obviosuly need to get paid for their jobs, when they underwrite loans to customers. B of A is a joke. When I was very young I opened a checking account with them. I was a graphic designer, did some work for a lady and she wrote me a check. I put the check in my account and thought nothing of it. Turned out the lady accidently used the wrong check book for an account that was closed. They seized my funds, closed my account, and treated me as if *I* was a criminal even though THEY refused to pick up the phone and call the lady directly. She had to repay me cash - screw BofA
Bank of america most definitely has a policy that you have to be at least two months behind to be considered for loan modification they also raise interest rates on customers who are on time with every payment, have good credit and who are not over their credit limit. B of A is an extremely unethical operation.....
Bank of America is a joke. I just closed my accounts with them. I have had accounts with them for over 5 years, have never had a bounced check, and have never been late on a credit card payment. They just randomly raised my intrest rate from 6% to 15%. I told them if they didn't change it I would switch banks. They wouldn't fix it, so I closed down my accounts.

I think you are mistaken. They are not talking about underwriting new loans. They are talking about the costs of issuing and underwriting debt. The banks are taking on debt and in order to raise the debt in the capital markets "fees" are charged by underwriters. In this case the underwriters were paid for their work completed.
Rep Walters is confused and makes snap judgments. For those reasons she sounds very silly and comes off as if she has no idea of what is going on.

By the way, I find Waters comment totaly unecessary - shes got it wrong - Pandit described it : the underwriters and processors obviosuly need to get paid for their jobs, when they underwrite loans to customers. So its not that the bank pays itself fees, the bank is paying its employees for work done. The "fees" she is asking about is simply part of the banks payroll to its emlpoyees for working.

Bank of America is a joke. I just closed my accounts with them. I have had accounts with them for over 5 years, have never had a bounced check, and have never been late on a credit card payment. They just randomly raised my intrest rate from 6% to 15%. I told them if they didn't change it I would switch banks. They wouldn't fix it, so I closed down my accounts.

The CEO of Caterpillar basically says to Obama "you want to cap my salary and take away my jet and then you expect me to back you and help your plan to succeed? How naive can you be?"
At least LBJ was old enough to understand he had to embrace the Captains of Industry in order to succeed rather than alienate them as Obama has done. I mean think about it right? She should not be allowed to say anything, unless there is a teleprompter positioned for her to read.. so she can be informed on what she really should be asking.. JUST LIKE O'Bama HAS FOR HIMSELF! When lecturing them about fees, she is not even talking about the right program. Banks got fees for underwriting TLGP, activities that are required by law. She thinks it is for TARP...how stupid is this woman?
