We certainly didn't have laptops small enough or powerful enough to be feasible in controlling this robot. We may have been able to build it sooner but it takes need and want to build it.
Lend the Japanese these things now! At least they'd be able to inspect the damaged reactors with it's camera without having the workers in constant danger.

If someone approaches from the side or just flank it with gun fire, it would put it out of commission. The thing can only pick one target at a time and that's what is in front of it. It's not like it's gun can move a complete 360. The robot has to adjust it's whole body if there are more targets to the left and right of it, or behind it.

Just take it out with a random nade launcher even a m203 will do.
Otherwise you can take cover and throw a frag grenade at it or place a claymore at the corner of your cover and sneak away.
If your a civilian... In urban situations stay inside, use corners or a suprise to your advantage to overpower it.
When armed hit the camera's,throw molotov's make explosives or pipe-bombs.
In the future it'll be only destroyed with high-explosives or rocketlaunchers, say 6 years from now.
