Looks like Johnny Cash wrote it in the 1960s after a visit to Ireland. Cannot find any indication of it prior to the Cash copyright. Checked several compendia of Irish songs .The expression, "forty shades of green" is much older.A couple of websites call it traditional.

In September we toured Ireland with our friends and the photographs they took have been made into a superb DVD by Eric with many shots similiar to those on this video,especially around Dingle.Great Country great friends!
It is very touching that JC penned these beautiful words about our lovely country. Probably his childhood days spent on a farm helped him to appreciate Ireland's rugged landscape. Johnny's wonderful talent for songwriting and his inimitable voice are a wonderful legacy for those who, like myself, are lovers of country music.
