Definately, certain elements of the chinese military are quite high tech now, but their mobility and logistics still can't match most western armies. However with the rapid growth and increase in military spending lately i don't think it'll be long before they can match even the U.S. in that department.
You have a point...the chinese army's main weakness is the inability to attract top young and well-educated recruits...they still need the technology...but as long as they can capable to protect themselves against a war or attack..I'm happy...
