No it's Just a EVA Spartan Painted like Spawn From his own Series, The one in Reach is Just a Spartan III, with a Ghost/Skull scratched on his face. (Notice the Scratch Marks).

Both figures sell as a SET but in different packaging. It costs $30, and can only b purchased within July 24-27 online. First u get a ticket at a booth in the SDCC or san diego comic con, and go online and order these figures. However they mus b ordered online within July 24-27 as mentioned above.
