The tall man in the tunnel tells him about the DWM transmitter, aka the Seed, which is in his head. The seed prevents him from seeing the condominiums in the sky (which he is offered to stay in if he re-joins the force). The soldiers that are after him are using fiber optic camouflage... nothing can disappear but everything can be hidden. When he takes the seed out, he sees.
