Yeah that is formula 1 CE, they have gotten good enough with graphics to have that blur on the banners, and I also know that because I played it at a store today :)

I think it was a videorecording of an actual lap. Nick Heidfeld was turning the wheel for practice, not to control the video. You can tell that it is not computer generated when you pause just as an advertizing banner is about to be passed--the lettering on the banner is blurred, just as you would expect if captured by a camera. A CG banner should stay sharp the whole time.
