kazumel89 has it exactly, if you've read the books (which were written by Drew Karpyshn, the same guy who is writing the story for the trilogy), you'd know it's all true. I thought Cerberus was kinda cool in the books, and their fit into this dark second act is perfect given their elusive and mysterious nature. Bioware never fails to impress.

Cereburus used to be an Alliance military branch, but went rogue and fell under the leader of the Illusive Man the head of the organziation. They seek to make Humanity the top "spieces" in the galaxy and will use any means necassary. Cereburus is highly interested in biotics for humans and interested in Quarian technology and the Quarian's knowledge of AI and the Geth. The Alliance believes Cerebrus to be a nuisance, but really Cerebrus controls more than they can imagne.

hard to say, they do illegal things in the first one yet they never posed a threat to anyone besides thier test subjects, i can see them being a really good help in the dark spots of mass effect, but then again i could be wrong, they dont have much information on them besides they have gone rogue
