Ok heres how you do it.
Be on Normal or Hard Mode.
Beat the game.
Fight and beat Omega in Area N
Go to the bottom of Area N and get the Biometal.
Talk to the Professer at the Guardian base then you get Ox!

Don't you have to put one of the Mega Man Zero games in the GBA port of the Nintendo Ds in order to play OX in ZX?

Well yes and no. There's 2 alternate ways to unlock Ox. You either beat Zero 3 and Zero 4 bosses or beat Omega. I say beat Omega he's easy when you memorize how to dodge his moves.
Well you can get Ox two ways. By beating Zero 3 and 4 bosses or beating Omega.

I doubt it. Omega is like that ALL THE TIME, while OIS ends if you take damage.
