You don't need to create a new file in Photoshop just to flip something. When you have the selection just simply right click and Free Transform. Then right click again and you can flip, rotate, or what ever you want.

Hmm I use the offset and clone stamp too mostly.

You have to offset it twice at least though because the very edge pixels of the first offset dont match.

why not just use "offset"? and stamp tool
