    True - his not fully extending. But guess what? When you are training to increase strength, you do not want to fully extend and lock out. Doing this takes the stress off the muscle and transfers it into the joints & bones, which makes the workout less effective. To maximize the benefits of strength training, you do not want to lock out ever.
