I am no fan of Biden, but the definition of plagurism in law school is very broad. For example, in a legal research paper essentially every sentence in the discussion must be attributed to a source. Any sentence missing attribution is a violation. A sentence which includes misquotes or even honestly but mistakenly misinterprets a source can be a violation, too.
