I'm trying to implement your technique. I just have one quick question: in the demo you blur the entire screen to achieve the effect, but is there a way to blur just the sun and leave other objects un-blur ?
Microsoft provides a migration guide which can clue you in on many of the differences between XNA/DX syntax and features. If you read that and go through the documentation you should have no problem figuring it out. Plenty of great online resources as well.

it's not a program it's a framework called XNA. You use it with C# (a programming language)

unfortunately, I cannot tell you how to do that in Dirext3D. All my appz are written with XNA, which is similar, but also different in many aspects.

What default values did you use for the God Rays? I used the shader code from GPU gems III and I am having trouble getting a similar effect.
