do you mean ps as in photoshop? all i know is that the program ulead video studio creates that effect by defalt when you put in a picture, so mabye he did it that way, and then saved a pic of it and put it in sony vegas... idk. or mabye he did phototshop it? :/

Ulead VideoStudio automatically pastelizes images and video clips, but this video is made with Sony Vegas, I can tell. I'm a Ulead user, and Ulead doesn't have effects like that. The images might have been processed in Ulead, printscreened, and saved to create the video in Sony Vegas. Or it might've just been Photoshop'ed. I don't have Photoshop, so I don't know what effects it can do.
