party hats give no bonus its just shows off your welfare :) and plus you can lend for 100k-200k per hour iff you have junk so its alright money iff you get junk.

party hats were also droped in like 2002 or something one of the last tradble rares and siners theres only a thew houndred of each hat left in the game and accounts getin banned with them it raises the price coming even more rare :) hope this helped
