In most states the tornado siren is a steady sound like my state is. I'm not sure why his state does it in attack mode since attack made is used for when muddles are coming in.

I usually have a set date and time for testing. Unless I have to test it after a repair. Usually for a non-scheduled test, I announce that over the siren.
