it's an 8 watt output, chances are that you could charge a laptop, it might take a tiny bit, but it would work. keep in mind you can also plug it in to any wall outlet or computer via usb to supplement it's battery charge also.

unlikely. A pda or smartphone or iphone, but not anything bigger than that.
