In Scotland we have a number of dune ridge sites that are easily soared (both tandem & solo) in winds under 10kts, while 10+kts makes soaring a doddle, pilots should remember as the vertical component of the wind vector only needs to exceed the sink rate (i.e. a couple of knots.. it does not require much wind to soar 'lipped' dunes, however rounded dunes do need an extra knot or two.
