You mean going bankrupt corporations and banks. They did what they did to soften the blow. Thanks to decades of pork and greed. Banks were DEregulated for decades and banks did legal pyramid schemes. Bank regulation was created after the Great Depression to prevent that from happening again, which Bill Clinton got the ball rolling in deregulating them, followed up by a string of Republicans. The dominos fell-while bankers are living high off the hog-millions suffer due to them.

To be fair the congress Bill had was very different from say Carter or Obama's. It had a conservative majority and a lot of things like deregulation got push through so Bill could get some things he wanted.
