The trouble with this technique is that most people cannot resist either grabbing or sweeping the ankle with their hand. Some years this is allowed others its not, best to check on the day of the competition for clarification.
Yes I think you are right that one knee down is fine but my concern was how it appears to attack the leg which is something which doesn't happen in the 17?

Going to one knee is fine
Grabbing the buttock is fine. Remember if all you want to do is please the judges, you will probably not be throwing anyon in competition.
What the technique here shows is no use of the arm at all, it is all in the position of the body, usin tori's armpit to pin uke's foot to the floor.
no gap between Uke and Tori, as in Gedan.
A good technique is all in the timing, nothing else...

@dooyeweerd - As far as I'm aware one knee down is fine. My inclination is to give it a go anyway, whatever the latest set of rules may say.
