Really, Maka only thinks of Soul as her weapon partner, nothing else. She does feel attachment, but not romantically. Perhaps the most romantic couple in the anime/manga is Black Star and Tsubaki.

I will admit, though, Maka gets a little emotional when Soul gets hurt (episode 11 I think) and she lives with him, but every meister-weapon pair lives together. But it pretty much leads to nothing.
