His current voice is already understandable, and that's all that's really necessary. In fact, upgrading his voice could change his identity so much (since he is crippled and doesn't have many other communication features like body language, etc) that it would be akin to a celebrity getting massive plastic surgery and looking very different.

I have to respectfully disagree. The lively hood of Earth is not at risk. To spend countless billions to even consider such a venture to inhabit another planet is absurd at this point in time. The billions to consider it are a drop in the bucket compared to the trillions it would take to achieve it. Instead of reforming other worlds, let's spend the money to make this one better. There will be a time to branch out from home. We are not there and are not ready.
