Traceroute is used to see what path your computer has to take thru the internet to make a connection with the target ip/domain. What shows up in that list is actually his router/isp/internet highways/target.

There is no way (that i know of) that you can do any thing that you have just said

you cannot get someones phone number like that

and as for finding a home IP Address that's not that hard to do. (most of the pople on here just talk crap, im 90% sure that he/she wont/cant do anything)
