Believe it or not, civil defense in the 1950's was less irrational than it seems now. The only way to deliver atom bombs back then was the bomber, and the Soviets had prop-driven "Bear" bombers, which would take many hours to get to the USA and most were quite likely to be shot down beforehand. So it was possible that few enough bombs would hit the USA to make Civil Defense realistic. The era of hundreds of < 1 hour ICBMs, which made civil defense pointless, did not begin until the mid 1960s.

Ironically the people below crying about propaganda have themselves been subjected to the cold-war era anti civil-defence propaganda which sought to reduce the risk of nuclear war by portraying it as the end of the world; an event from which there was no risk mitigation, no recovery, no hope.
@DoobieDude56 Among the things which the anti civil-defence people lie brazenly about is the usefulness of duck and cover(skin burns are potentially lethal over a much larger area than the blast and prompt radiation, and the heat arrives over the first 10 seconds or so), the usefulness of cheap meassures to improve blast resistance of housing(also vastly reduces deaths from earth quakes and hurricanes), the usefulness of having a fire extinguisher and a few weeks of food and water in store.
@DoobieDude56 If you REALLY care about the nitty-gritty details I would recommend that you loan, buy or otherwise "acquire" Glasstone and Dolan's book The Effects of Nuclear Weapons.

Problem is, that almost every single window in building would be smashed for miles, thus radioactive particles will easily enter buildings.
Only useful cover, will be several meters below ground, pumping the air trough expensive filters.
