President Obama said recently that people who make bogus claims about health care reform would be held accountable. So for his administration to ask for the email addresses of those making these claims can be seen as an attempt to hold these people "accountable." I think Bill Burton did everything he could to not answer the question directly. It could have been a quick exchange and they could have moved on. Bill Burton's indirectness, as always, prolonged this stupid discussion.

No, he's not dancing around the question. He said at 4:29 that they must keep a record of the emails that come in, and the information "is not made public" for years. They've always had to retain correspondences they receive either by mail or email for years. That doesn't mean an enemy list is being kept. By nature, once an email is sent, it has the potential to be sent to anyone, or everyone (just like mailing a physical letter to someone could be copied and distributed).
