I believe he is with the Secretary of the Navy's office (or possibly DOD) as he is ordering Navy ships around to intercept the Cape Fear. When Gibbs walks away from the monitor at the bottom is says Deputy Director NSO (Navy Secretary's Office).

first time I saw this episode was at night by myself. it was quiet and dark in my house. Listening to Mike talk about 9/11 sent shivers down my spine and brought tears to my eyes.

i think abby reminds him of his own daughter since she would be about the same age if she had lived. Ziva is more like an old corps buddy.

Abby is older then his daughter would be. and they never say she reminds him of his daughter. he wouldn't be nearly as close to her if she did, because he never has healed. and it would be to painful to be around someone who reminds him of the daughter he lost. they flirt to much to be that way and besides she would have been the only one who could talk him into staying. that's why he wouldn't let her talk.
