I don't understand why Popful mail doesn't work for me. Basically, it can load to the start, but then once the Sonic and Sega screen come up, the sparkles come, but then it just stops there. Also, the red blink is gone too. What's up with this?

If you downloaded the Sonic CD ROM image, did you also download MP3s of its audio CD tracks?
Sonic CD plays music in the PRESENT and FUTURE level timelines as well as enemy bosses and the Time Stones bonus levels through CD audio, so you must have MP3s or WAVs of those tracks for the emulator to play to get background music for those levels.
PAST level timelines have music played by the Sega CD and Genesis sound synthesizers.
If you downloaded the ROM image and are playing via emulation, you also need WAVs or MP3s of the CD tracks stored in the same area that the image is stored on and having a name matching that of the ROM image with successive numbering for each file.
For example: the ROM is named SONICCD.IMG
The MP3 for track 2 should be named SONICCD02.MP3, third track is SONICCD03.MP3, and so on.
Again, the MP3s must be in the same directory that the ROM is located.
However, you can get some music in Sonic CD if you can't get the CD tracks. If you play any of the levels in the PAST timeline, you'll get music there because the music is being played by the Sega CD and Genesis sound sets. All the other levels in the PRESENT and FUTURE timelines are CD audio.
This means that the game save RAM in the Sega CD is not formatted. This can occur if the internal rechargeable battery in the Sega CD had lost its charge and is not sustaining the save game RAM.
What you will need to do is leave your Sega CD on overnight as doing this will recharge the battery, and then format the Sega CD RAM using the memory manager in the CD player menu.
The memory manager utility is accessible by selecting the button on the CD player menua marked "MEMORY," "MEM," or "RAM."
I've found that Gens has Sega CD save state ability. I prefer Kega overall, but the fact that the Kega programmers left it out entirely rather than giving the option to at least try it... means they have quite a way to go. And the sad thing is I think I discovered why they believe Sega CD saves are impossible. All you have to do is WAIT for the actual ROM to load (until game screen not Sega CD startup screen), and then load your save. That's all.

change this line accordly:

You can locate whereis the needed library like this:

You CAN save states, however, you cannot use the save state ability for Sega CD.

You didn't set up the Redbook files.
To set them up, make a bootable cue with the sonic cd iso and several mp3 files.
Sonic CD ISOs generally do not come with the MP3 files.
