looks like new siding, POCO probly hooked up long ago when it was fastened properly, then the roofers/carpenters were too cheap to hire an Electrician to properly remove and reinstall service, happens all the time.

They're installing an aerial mast off the top of the meter so there isn't an anchor above the garage then that big, ugly, gray wire snaked across the top of my house like that. Just pole to mast.

It is safe to touch that wire, and not an electrical code issue. As it falls under a grandfather clause (it was right when installed). Now days you must protect from physical damage.
The danger is that the drip loop (power co. connection) must be 3 ft from a window, or door, and at least 8 ft (weatherhead 10ft allow 2ft for loop) above traffic area's. This includes that deck.
Now changing out a panel with the power on, that is ballsy.
The wire that you just touched is insulated, obviuosly. Was the deck just built? If this is your house, you need to get an electrician and the electric company to make repairs.
Why did the POCO even hook that meter up?
