I was to lazy to beat Shao Kahn so i gave up and just performed these cheats to get Scorpion and Sub-Zero:

Scorpion:Hold L2 and press square,up,L1,R1,left,right,rel­ease L2

Sub Zero:hold L2 and press square,down,up,L1,L1,up,square­, and release L2

Note these cheats only work for the PAL version of the game.
