It's a reference, admittedly a little heavy-handed, to subliminal advertising, which the whole ad campaign was trying to riff off of. For a more overt example, watch the movie "They Live."

If it were true subliminal advertising, "OBEY" would've been up for a much shorter time, only a frame or so, just long enough for the subconscious to absorb it.

Talking about that, there are many experts who agree that subliminal advertising have no discernible effect on people's consciousness. Actually a cheap ten second ad with a "Sprite" bottle surrounded by ice, aired just at in the middle of a summer day could sell a lot more than any pricey campaign. I don't think there is a reason for the existence of a "under-the -counter" advertising.
