The Complexity of the particles look like this person has used 3ds Max with the Particle Flow plugin as well as SplutterFish's Brazil render plugin. using Brazil you can bake a texture to the particles using the camera. But there are many ways to achive this effect, By the looks of it this rendering may have been achived in this way.
