Can I use it with Wi-fi network even if my Rogers network is on?

Yes, it works on Wifi. Simply select Wifi from the settings. Will work regardless whether your Rogers network is on or off.

Does it runs on data , or will it count as a text message when you send or receive one while using this application? I'm a ATT user.
