Most of them in general. Obama himself famously said some time ago that one reporter's mother who had been battling cancer for a number of years might want to switch to painkillers. Sure, the bill's undergone many transformations since then, but that part generally remains. They're not cutting services, just the funding which will undoubtedly affect the services.
