cheapskate only works if you buy it under buy weapon/ammo. so if you shoot only one time and then choose buy all ammo , then it doesn't work , and it doesn't matter what combuster version you use

does any one know if there's any way you can get cheapskate after you level up your combuster to a magma combuster because i dont get it if i buy one ammo now

if it doesn't work anymore you'll have to restart probably

You can still get it with full Magma Combuster -- I just got it with the full version. The safest thing I would say to do is to shoot about five times (so that way your ammo is 95), then go and buy only ONE ammo (don't choose "Buy All Ammo," or else you won't get the skill point).
