They need to lower it, 19 is a reasonable age but legally speaking it should be 18.

In Toronto, Canada it's 19. They should make it 18 to drink, 21 to purchase.

I agree 16 is the right age to start drinking, it gives you ample opportunity to drink a bit before you actually get in college, or start driving a car, so that you are prepared when you finally do get there, Most people drink more before there 21 than after imo.
