Grimm makes them himself--they're I believe made from a high-gauge wire and wrapped like rope to form each strut of the fans themselves, which means they are flexible as opposed to rigid like most fans are. It also means that they're exceptionally light and can be made in custom sizes.

Grimm's fan spinning is kind of like Arashi in the sense that people won't in years or perhaps will never catch up to really understand what the heck is going on :P

See, ironically I feel like as a poi spinner I totally get everything he did in that routine...it may be that it takes a while for the rest of the fans world to catch up with Grimm, but at least here I know what I'd need to do to catch up is learn how to do polyrhythm hybrids and 1.5s with fans ;)
