I hate politics but that song can't apply to George W. Bush. The song was released in 2000 on a compliation titled the Unbound Project Volume 1. George bush wasn't inaugurated until January 1, 2001. So your assumption was wrong, if anything it applies to prior presidents in general. Unless you want to stick to your logic that song technically applies to William Clinton.
