this example is the same thing:
you can float a paper clip on water if u lower it in with a fork becaus eof the surface tension, then touch a small amount of detergent to teh water and the clip will sink because the surface tension reduced..... neways.... thats what i can remember from highschool science.
i tryed this and it actually worked.. and dont go sayin on your descrition i know its old and stuff cause ive never seen that beforee in my life and i loved it! lmao dont be negativee =]

its because the oil in the soap floats on the top of the water and creates a thin layer that pushes the pepper to the sides

it doenst have to be pepper, it can be oregano or piece of paper, basically anything that floats :)

I'm pretty sure the soap lessens the surface tension and then the pepper flies to the sides cuz it's less resistance there. I dunno really.
