I don't think it's on purpose. It's kind of a natural cycle due to political pressure by citizens to keep on spending. Even with the Fed being quasi-private, there's been pressure to keep expanding the money supply....and this sort of this usually happens until they either hyperinflate or they manage to gather the will to end the inflation...but that means skyrocketing interest rates and a deep recession...which is why we usually stifle inflation a bit but rarely ever stick to stable growth.
